Problem
The District currently cannot afford to maintain the river on an annual basis and must save assessments for several years before effective maintenance can occur. Due to this the District cannot keep up with the needs of the Vermilion River. The Vermilion River is in desperate need of funding for restoration and clean-up.

Solution
The District commissioners have decided to investigate expanding the District limits to match the watershed limits. This process would annex all land currently within the watershed limits of the Vermilion River upstream of McDowell.
